A bit about the job

We're looking for an experienced Senior Business Analyst to support the Governance & Target Operating Model (TOM) workstream within our Data & Modelling Control (DMC) Programme.

This is a key role within a major Finance transformation programme focused on strengthening the end-to-end control environment across data journeys, from Policy Administration Systems (PAS) through to Model Point File (MPF) production and actuarial models.

The Governance & TOM workstream is focused on establishing clear accountability, ownership, decision-making structures and effective governance arrangements, ensuring that new processes and controls are embedded into sustainable Business as Usual (BAU) operations.

You'll play a pivotal role in analysing existing operating models, defining future-state processes and translating high-level governance and control frameworks into practical business requirements and ways of working.

Working closely with senior stakeholders across Finance, Risk, Actuarial, Technology and Control teams, you'll help drive clarity around responsibilities, improve governance arrangements and support the successful implementation of operating model changes across the business.

Skills and experience we're looking for
  • Significant Business Analysis experience within large-scale Finance transformation, governance or regulatory change programmes.

  • Strong experience in Target Operating Model (TOM) design and implementation.

  • Proven ability to conduct current-state and future-state process analysis across complex business environments.

  • Experience developing and implementing RACI frameworks, accountability models and governance structures.

  • Strong understanding of governance frameworks, decision-making processes and organisational design.

  • Experience documenting and implementing control frameworks, operational controls and procedures.

  • Advanced process mapping skills, including end-to-end processes and detailed operational workflows.

  • Ability to translate strategic objectives and high-level governance requirements into practical business processes and deliverable requirements.

  • Excellent stakeholder management and workshop facilitation skills, including experience engaging senior leaders across multiple functions.

  • Experience assessing organisational, people, process and governance impacts arising from business change.

  • Strong analytical, documentation and problem-solving capabilities.

  • Confidence constructively challenging stakeholders and driving clarity where ownership, accountability and decision rights are unclear.

Day-to-day responsibilities
  • Analyse current-state governance structures, processes, controls and operating models to identify gaps and improvement opportunities.

  • Define and document future-state Target Operating Models, governance structures and accountability frameworks.

  • Facilitate workshops with business stakeholders to establish ownership, responsibilities, decision rights and governance processes.

  • Develop and maintain end-to-end process maps, operating model documentation and governance artefacts.

  • Translate high-level control requirements and governance frameworks into practical business processes and operational requirements.

  • Define and document RACI matrices, accountability models and ownership structures across multiple teams and functions.

  • Identify organisational, process and role impacts arising from governance and operating model changes.

  • Support the implementation of governance forums, reporting mechanisms and escalation processes.

  • Work with control owners and stakeholders to document, implement and evidence operational controls.

  • Produce business requirements, process documentation, impact assessments and implementation plans.

  • Support BAU readiness and transition activities, ensuring clear and sustainable ownership following programme delivery.

  • Drive stakeholder engagement and alignment across complex organisational boundaries.

  • Ensure agreed recommendations and actions are implemented effectively and embedded into operational processes.

Desirable experience
  • Financial Services experience, ideally within Finance, Risk, Actuarial or Control environments.

  • Experience supporting audit, regulatory remediation or control improvement programmes.

  • Previous experience working on large-scale Finance transformation or governance initiatives.

  • Experience embedding new operating models, governance arrangements and controls into BAU operations.
